Windows doesn't recognise new USB hardware?

I'm trying to re-install my Canon PIXMA iP90v printer which suddenly refused to be on-line. Is there something missing from operating system Win 7 to allow recognition of USB hardware?

I think I would try and reinstall the printer using 'Add A Printer'.  See this article: -
