Silly question- I love my new purchase with the kit lens 28mm to 70mm  but I have a query if anyone can help.

What does the focusing ring do? I ask because when I rotate it in Manual Setting, nothing happens?

The focus ring is used to sharpen focus and using it displays some focus information. You can read more here and here.
